Fiscal Note

Funding in the amount of $4,967,319 is available from the Federal Emergency Management Agency via the Texas Division of Emergency Management. A City funding match is not required. A fiscal note is attached.

 

Prior Council Action:

June 16, 2022 - Council approved Ordinance No. 20220616-040 amending the Fiscal Year 2021-2022 Austin Public Health Department Operating Budget Special Revenue Fund (Ordinance No 20210811-001) to accept and appropriate $4,406,195 in grant funds from the Texas Division of Emergency Management for COVID-19 Lab Diagnostics, on an 11-0 vote.

Additional Backup Information:

On March 6, 2020, a Declaration of Local Disaster was issued by Mayor Adler to have the City take measures to avoid the spread of the Coronavirus Disease 2019 (COVID-19) across Austin and Travis County. On March 13, 2020, Governor Abbott issued a Declaration of State of Disaster to take additional steps to prepare for, respond to, and mitigate the spread of COVID-19.

 

This reimbursement represents costs incurred for a 12-month period from January 4, 2021, to January 12, 2022. These costs include the materials for the specimen collection kits and the lab processing for COVID-19 test results. 

 

Council previously accepted a reimbursement of $4,406,195 for Lab Diagnostics in June 2022 for the service period of June 2020 to January 2021. The current action will accept a subsequent award for the service period of January 2021 to January 2022.

 

Council will be presented with additional appropriation requests in the future once FEMA has approved the projects and determined funding estimates accordingly:

The General Fund will not be required to contribute additional funds beyond those currently budgeted to this grant. When the grant funds expire, the Austin Public Health Department’s need for continued funding will be evaluated and may be denied.
