Prior Council Action:
January 22, 2026 - Resolution No. 20260122-043, authorizing the submittal of potential transportation projects as candidates for the Capital Area Metropolitan Planning Organization 2028-2031 Surface Transportation Block Grant, Transportation Set-Aside, and Carbon Reduction Program Call for Projects, was approved on an 11-0 vote.

Austin Transportation and Public Works submitted successful applications to the 2028-2031 Capital Area Metropolitan Planning Organization (CAMPO) Call for Projects for federal funding through the Surface Transportation Block Grant (STBG) and Transportation Alternative Set-Aside (TASA) funding programs.
CAMPO funds are provided on a reimbursement basis, with the City incurring eligible project costs and receiving reimbursement after expenditures are made. Project awards are programmed across Fiscal Years 2027, 2028, and 2029; therefore, the local match and grant reimbursements will be expended over multiple fiscal years as project development and implementation progress.
Attachment A identifies each awarded project, the CAMPO grant amount, the required local match, and the City's committed local funding source.
Attachment B summarizes the awarded projects by the fiscal year in which CAMPO funding is programmed (Fiscal Years 2027, 2028, and 2029), reflecting the phased implementation and reimbursement schedule of the grant awards.
Successful projects were awarded by the CAMPO Transportation Policy Board (TPB) on June 8, 2026. Following the TPB meeting, an award announcement was sent out to successful applicants requesting additional information to confirm funding commitments be submitted by September 7, 2026.
STGB supports a wide range of transportation improvements including roadway reconstruction, safety projects, and planning or engineering activities that improve the efficiency of the regional transportation network.
TASA includes funding specifically for smaller-scale transportation projects such as pedestrian and bicycle facilities, urban trails, and other community improvements that enhance safety and accessibility for non-motorized users.
Staff submitted projects that advance the City’s mobility and climate goals in alignment with the requirements of these funding programs. Awarded projects, organized by project type, include:
o Roadway projects predominately serve vehicular traffic and include new roadways, expanded roadways, substandard streets, and access management projects. These types of projects are found in the ASMP Roadway Capacity Plan, also adopted in the Street Impact Fee Study, and were included in the CAMPO 2050 RTP if considered regionally significant.
o Active Transportation projects provide non-motorized travel facilities and programs that allow and encourage travel through physical activity such as walking and bicycling. These types of projects are found in the Urban Trails Plan, Bicycle Plan, Sidewalks, Crossings, and Shared Streets Plan and ASMP Amendments adopted on November 30, 2023, and Safe Routes to School Infrastructure Reports. Additionally, bicycle and pedestrian projects on roadways of regional significance that were included in the CAMPO 2050 RTP are eligible projects.
o Transit projects are infrastructure projects, transportation programs, and other services that provide transportation to the public. These types of projects are found in the Transit Enhancement Infrastructure Report developed by the City in partnership with CapMetro and include small-scale infrastructure projects to improve transit speed, reliability, safety and improved access to transit.
o Intelligent Transportation Systems/Operations projects are technology and operational programs that improve the functionality of existing transportation systems. These types of projects include traffic signals and advanced traffic management system infrastructure.
