Prior Council Action:

September 26, 2024 - Council approved Resolution No. 20240926-073 directing the City Manager to bring back an amendment to Ordinance No. 20240814-006 by the December 12, 2024, agenda adding the Small Business Opportunity Summit hosted by the Diversity and Ethnic Chamber Alliance (DECA) as a co-sponsored event, directing him to include the Summit in the list of City co-sponsored events with fees waived annually in the ordinance adopted with the budget starting in fiscal year 2025-2026 as well as explore options to waive parking fees, authorizing the City Manager to negotiate and execute a co-sponsorship Agreement with DECA, and amending Resolution No. 021003-40 to add the Small Business Opportunity Summit hosted as a City co-sponsored event, on a 10-0 vote. Council also approved Ordinance No. 20240926-070 approving an ordinance waiving or reimbursing certain fees related to Diversity Ethnic Chamber Alliance's Second Annual Small Business Opportunity Summit held at the Permitting and Development Center on August 9, 2024, on a 10-0 vote.

DECA, which is comprised of the Greater Austin Hispanic Chamber, Greater Austin Asian

Chamber, Greater Austin Black Chamber, and Austin LGBT Chamber, hosts an annual event, the Small Business Opportunity Summit, in partnership with the City's Economic Development Department. The summit explores critical business development topics including technical assistance, access to capital, certification, and procurement and provides opportunities for participants to connect with key resources and experts to grow their small businesses.

 

The Small Business Opportunity Summit was hosted in 2023 and 2024 at the City Permitting and Development Center (PDC) located at 6310 Wilhelmina Delco Drive which must be rented to host the summit, with the potential for rental fees to change over time or for the future need for a longer event and

facility rental.  City co-sponsorship of this event serves a public purpose for the City to support small business owners, particularly who may face historic disadvantages in Austin's business landscape, such as those owned by members of groups represented by the LGBT, Black, Hispanic, or Asian Chambers of Commerce.
