Austin Financial Services issued an Invitation for Bids solicitation IFB 8100 PDS1004 for these services. The solicitation was published on December 15, 2025, and closed on January 22, 2026. Of the two offers received, the bid submitted by the recommended contractor was the lowest responsive bid received. The contract will provide for total waste management services to include all waste, recycle, and compost collection services at the Barbara Jordan Terminal Facility and Austin Aviation locations (including the planned expansion over the next 10 years) at Austin-Bergstrom International Airport. The goals of this replacement contract are to: provide continuous, safe, and efficient waste management services at a large, complex facility; comply with security requirements; and continue to improve waste diversion in support of the City’s zero waste goal.

 

Services requested under this contract will assist the airport and its business partners with Universal Recycling Ordinance (City of Austin Code Ch. 15-6) compliance, while embracing core principals outlined in Austin’s comprehensive plan, Imagine Austin. Services include all personnel and equipment necessary to collect, transport, transfer, compact and dispose of waste, recyclables, and compostables generated from terminal building operations, inbound domestic aircraft, and Austin Aviation’s campus out-buildings. In addition, this contract provides for profiling, packaging, collection and disposal services of waste regulated by the Texas Commission on Environmental Quality that is generated from Austin Aviation operations. The contract also includes services to help manage and improve overall waste diversion, operations management, and facility cleanliness including waste and recycle sort and data analysis; deep cleaning of waste management areas; diversion reporting; equipment inventorying and maintenance; and professional waste diversion consultation services.

 

The airport is in the design and construction phases for various expansion projects, including the West Infill, West Gates, Temporary Hold room, Arrivals/Departures Hall and Concourse B & Tunnel. All new construction areas will be covered by the contract.

 

This contract will replace the current contract, which expires August 3, 2026. The requested authorization amounts were determined using departmental estimates based on historical spending and considers ongoing expansion projects. The recommended contractor is the current provider for these services. 

 

The execution of this contract is critical to airport operations. Terminal operations generate approximately six tons of waste and one ton of recyclables daily. Service interruptions can greatly impact airport operations and create unacceptable safety hazards for airport employees and passengers.
