Austin Financial Services issued an Invitation for Bids solicitation IFB 6100 CLMC1119 for these goods and services. The solicitation was issued on July 28, 2025, and closed on September 4, 2025. Of the eight offers received, the bid submitted by the recommended contractor was the lowest responsive bid received. Cargo Avenue, an Austin Aviation maintained road, is the primary access to the buildings on the north side of the cargo ramp. Cargo Avenue is currently showing signs of pavement failure, which if unresolved, could impact Austin Aviation cargo operations. Concurrently, the Texas Department of Transportation (TxDOT) is expanding State High 71 from US 183 to Presidential Boulevard requiring the relocation of an existing water line in conflict with the TxDOT work. After review, it was determined that installing a new, larger water line under the Cargo Avenue pavement would align efforts to reconstruct Cargo Avenue, minimize closures on Cargo Avenue, and resolve the conflicts with the TxDOT roadway improvements. This project includes relocation of an existing water line as well as street rehabilitation of pavement along Cargo Avenue as well as signage and striping.
Due to the potential for unforeseen construction costs, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
The project proposes lane closures and detours on Cargo Avenue. In addition, there could be planned temporary water service interruptions, primarily during pipeline tie-in and service reconnection. Austin Aviation tenants and any residents will be notified at least 48 hours in advance of planned service interruptions.
A delay in contract approval could impact the City’s ability to relocate the water line in advance of the TxDOT’s construction.
The contract allows 340 calendar days for completion of this project.
