Substandard streets are publicly owned roadways within the City of Austin’s jurisdiction that do not meet current City requirements because they have pavement widths that are less than 24 feet and typically lack curb and gutter, drainage, bicycle accommodations, or sidewalk infrastructure.

 

The City evaluated Ross Road, a substandard street, as part of the 2016 Mobility Bond. The evaluation was captured in a Preliminary Engineering Report (PER) and its primary goal was to develop recommendations to improve mobility and safety along the project area. The project area in the PER includes Ross Road between State Highway (SH) 71 and Pearce Lane (referred in the report as “Ross Road North”) and between Pearce Lane and Heine Farm Road (referred to as “Ross Road South”). This project scope is for the design of Ross Road North only. Ross Road South is being designed under the jurisdiction of Travis County.

 

This project is being funded with 2020 Mobility Bond funds as one of the named projects in Substandard Streets Program.

 

LJA Engineering, Inc., will provide additional design services for the Ross Road North Improvements. Additional services will include revising Pearce Lane plans from a widening to a full reconstruction of a 3-lane facility that plans for an ultimate 5-lane facility; modifying the Shared-Use Path along both sides of Ross Road North to avoid utilities using a split pedestrian and bicycle facility; incorporating utilities in both the Traffic Control Plan and the construction schedule. The project spans a distance of 1.75 miles.

 

The design phase is expected to be completed in the spring of 2024. Subsequently, the project will immediately enter the bid phase. 

 

A public engagement meeting was held on January 18, 2023, to share project information with the traveling public, schools, nearby merchants, and other stakeholders.

 

If Council does not approve this item, it will delay the implementation and completion of this 2020 Mobility Bond project as described in the Proposition B contract with the voters.

This amendment has been approved by the City’s Change Control Committee. The Change Control Committee was established to comply with Council Resolution No. 20120126-048, which required the establishment of consistent criteria and process to evaluate contractual changes for all contracts administered by the Financial Service Department - Capital Contracting. The Change Control Committee is comprised of management-level subject matter experts.
