Prior Council Action:

August 28, 2025 - Council approved Resolution No. 20250828-064 designating the Homeless Strategy Officer as authorized to apply for and accept funds from Texas Department of Housing and Community Affairs on a 10-0 vote.

Additional Backup Information:

This action will provide approval by the receiving entity's governing body of the resolution required by Section 7.22(d) of the Texas Administrative Code: (1) authorizing execution of the agreement for Homeless Housing and Services Program (HHSP) funds; (2) identifying the title of the individual authorized to represent the entity and sign the agreement; and (3) dated within 12 months of the agreement execution.

 

On March 5, 2026, the City received notice of its 2026 HHSP funding allocation, totaling $724,405. This includes $558,993 in general HHSP funds and $165,412 from the HHSP Youth Set-Aside. These funds will support services during the program year from September 1, 2026, to August 31, 2027.

 

Austin Homeless Strategies and Operations will use these funds to sustain critical services for people experiencing homelessness. General HHSP funding will support emergency shelter, case management, housing assistance, and homelessness prevention for single adults and families at the Salvation Army's Austin Shelter for Women and Children and the Rathgeber Center for Families. The HHSP Youth Set-Aside will fund similar services for youth and young adults up to age 24, including street outreach and shelter, through a partnership with the Youth and Family Alliance (LifeWorks). Specific performance measures will be developed in coordination with each provider during the agreement development. Both agreements are ongoing contracts with these agencies.

 

The General Fund will not be required to contribute additional funds beyond those currently budgeted to this grant. When the grant funds expire, Austin Homeless Strategies and Operations’ need for continued funding will be evaluated and may be denied.
