This action will authorize the negotiation and execution of new social services agreements with seven agencies to ensure access to primary medical care and critical support services necessary to maintain individuals in the system of HIV-care. These agreements were awarded through a Request for Proposals (RFP) SSAU-2024-004 Ryan White Part A, Minority AIDS Initiative, and General Funds. The RFP was released on November 6, 2024, and proposals were due December 6, 2024. Optional pre-bid meetings took place on November 12, 2024, and November 13, 2024.
Austin Public Health sent solicitations to over 800 vendors and received seven proposals, all of which are recommended for award. The RFP evaluation process set criteria for uniform review of all applications by a separate and independent panel. An evaluation panel comprised of individuals with education and expertise in the given issue area rated each application. Evaluators agreed on the strengths and weaknesses of each application, and each application received a resultant score based on this process. The criteria for evaluation included the following: fiscal and administrative capacity, experience, and cultural competence and racial equity, program design and performance metrics, data-informed program management, and cost effectiveness.
