July 20, 2023 - Council authorized the negotiation and execution of amendments to three agreements for HIV-related services under the Ryan White Part C HIV Early Intervention grant: Central Texas Community Health Centers, Inc. d/b/a Community Care, Aids Services of Austin, Inc., and Community Action of Central Texas, Inc., to add funding in an amount not to exceed $448,301 to the 12-month term beginning January 1, 2023, on consent without objection.
January 26, 2023 - Council authorized negotiation and execution of agreements with three agencies to provide HIV-related services for a 12-month term beginning January 1, 2023, for a total agreement amount not to exceed $320,258 divided among the agencies, on consent without objection.

Approval of this item authorizes negotiation and execution of Amendment No. 2 to the agreement with Central Texas Community Health Centers, Inc. d/b/a Community Care to provide community-based primary medical care, including oral health services, transportation services, and non-medical case management to people living with HIV during the 2024 grant term from January 1, 2024, to December 31, 2024.
The U.S. Department of Health and Human Services, Health Resources and Services Administration has awarded grant funds for the Ryan White HIV/AIDS Program Part C HIV Early Intervention Services and Capacity Development Program. The grant provides direct financial assistance to communities most severely affected by the HIV epidemic in the 10-county service-delivery area, which includes Travis, Bastrop, Blanco, Burnet, Caldwell, Fayette, Hays, Lee, Llano, and Williamson counties.
The City’s annual grant award is formula driven and is a function of the total amount of Ryan White HIV/AIDS Program Part C HIV Early Intervention Services and Capacity Development Program funds appropriated by the U.S. Congress and the reported number of AIDS cases in the Austin Transitional Grant Area.
On September 18, 2023, the Austin Public Health Department submitted a grant continuation application in collaboration with the Ryan White HIV/AIDS Program Part C HIV Early Intervention Services and Capacity Development Program partner organizations for the project area, which includes Central Texas Community Health Centers, Inc. d/b/a Community Care, AIDS Services of Austin, and Community Action, Inc. The application process requires a new Competing Application for the first year of each five-year period, with Non-Competing Continuation Applications due for each of the remaining four years in the cycle. These organizations have collaborated on the Part C Program application for approximately 20 years and are collectively identified as an Austin Part C Partner.
On November 15, 2023, the Austin Public Health Department received the first Notice of Award (NOA) from the U.S. Department of Health and Human Services, Health Resources and Services Administration in the amount of $225,304. Based on this first NOA and the history of this grant, we can expect the full award to be comparable to previous awards.
Part C funds will be competed in 2024, with the new agreement beginning January 1, 2025. Contracts are contingent upon the continuation of grant fund awards from the U.S. Department of Health and Human Services.
