This contract requires The University of Texas Archeological Research Laboratory (TARL) to provide curation and storage services for artifactual material recovered from the Old Bakery & Emporium. These artifacts were recovered during archaeological excavations of the Old City Bakery in 1983 and were returned to the Parks and Recreation Department (PARD) in the 1990s. PARD identified TARL as the repository of choice for the curation and accession of this collection because of its proximity to the site and certification status. Before it can be curated, the collection must be inventoried and prepared to repository standards and TARL has the capability to both curate and store the artifacts in accordance with certified archaeological standards. Through this process, PARD will be able to determine which artifacts could be loaned and/or incorporated into future exhibits at the Old Bakery.
PARD initially believed an interlocal agreement (ILA) with TARL was not necessary and the parties executed an Entity Cooperation Contract, which did not require Council approval. However, it was subsequently determined that an ILA is needed and because the previously-executed Entity Cooperation Contract satisfies all legal requirements of an ILA, PARD requests that Council ratify it.
