Austin Financial Services issued a Request for Proposals solicitation RFP 5300 BPS3016 for these services. The solicitation was published on June 30, 2025 and closed on July 29, 2025. Of the nine offers received, the proposal submitted by the recommended contractor represented best value to the City based on the solicitation’s evaluation criteria. This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this solicitation, there were no subcontracting opportunities therefore, no subcontracting goals were established.

This contract will provide short-term rental licensing services, covering rentals of less than 30 days, to streamline application processing, enhance the customer experience through self-service tools, and support the implementation of updated Council regulations adopted in 2025. These changes aim to improve compliance with licensing requirements, strengthen Hotel Occupancy Tax collection, align with recent court rulings, and promote responsible short-term rental ownership.
This is a new contract. Contract estimates were developed using information from similarly sized municipalities currently using these kinds of third-party services.
A delay in contract approval could impact City compliance rates with licensing requirements.
