Fiscal Note

Funding for the initial amount of $750,000 is available in the Capital Budget of the Austin Water.

Funding for the extension options is contingent upon available funding in future budgets.

The Financial Services Department issued an Invitation for Bids (IFB) 6100 CLMC998 for these goods and services. The solicitation was issued on May 29, 2023, and closed on June 29, 2023. Of the two of offers received, the recommended contractor submitted the lowest responsive offer. Additional Backup Information:

Austin Water has over 60,000 wastewater manholes in service and these manholes provide access points to the wastewater collection system. Due to growth in Austin and deterioration from the harsh wastewater environment, existing wastewater collection system assets require repair and replacement. This project is for the repair and replacement of deteriorated wastewater manholes, as needed. This contract also allows for the installation of new manholes and the installation of wastewater services. This contract will cover the period of Fiscal Year 2023 to Fiscal Year 2027.

 

Indefinite Delivery/Indefinite Quantity contracts provide for an indefinite quantity of services for a fixed time, usually an initial term with extension options. They are commonly used when precise quantities of supplies or services, above a specified minimum, cannot be determined. Indefinite Delivery/Indefinite Quantity contracts help streamline the contract process and service delivery and allow the City the flexibility to add work as needs arise or change. As each project is defined, a specific work assignment will be assigned to the contractor who will complete the scope of work for the unit prices included in the contract. Work deadlines will be established for each work assignment.

 

Manhole rehabilitation includes the application of corrosion resistant materials to the interior surface of the manholes. City forces do not have the specialty equipment or training to provide this service. While most of the work performed under this contract will be planned, the contract includes provisions for the contractor to respond to emergency requests, as required. The current manhole rehabilitation service contract is ending, and this new contract will provide a continuation of the maintenance capability.

 

The base bid was used to identify and determine the lowest responsive bidder and to determine contract unit prices for each bid item.

 

This request allows for the execution of a contract with Facilities Rehabilitation, Inc. for an initial one-year term, with three optional one-year extensions. However, if funds for the initial term are expended staff may accelerate the extension options, but in no event will exceed the total contract amount. The extension options are subject to the agreement of both parties. 

 

This construction contract is time sensitive and is a critical component of maintenance and emergency repairs to the wastewater collection system. 

 

This project will be located citywide in all districts.
