Purchasing Language:
The Financial Services Department issued a Request for Qualifications Statements solicitation RFQS 6800 RBB4000 for these services. The solicitation was issued on January 22, 2024, and closed on March 19, 2024. Of the 13 offers received, the recommended contractors submitted the best evaluated responsive offers. MBE/WBE:
This solicitation will be awarded in accordance with City Code Chapter 2-9B (Minority-Owned and Wome-Owned Business Enterprise Procurement Program) with 6.48% MBE and 4.25% WBE participation.

The contracts will provide advisory support in the development and implementation of plans, policies, regulations, and studies aligning with the Planning Department’s mission and Council direction.
Due to the significant volume of work relating to Council direction and its required timeline, staff intends to use consultant expertise on a wide variety of assignments, including the Council priorities referenced below:
• Resolution No. 20240201-054 - Equitable Transit Oriented Development (ETOD) Overlay
• Resolution No. 20240201-054 - Directing Transit Supportive Policy and Code Updates including Update of East Riverside Corridor Plan
• Resolution No. 20230921-102 - Directing Implementation of the Palm District Plan
• Resolution No. 20230309-016 - Directing future ETOD work
These are new contracts. The requested authorization amounts were determined using departmental estimates based on historical spending and will allow for growth for these planning services.
An evaluation team with expertise in this area evaluated the offers and scored AECOM Technical Services Inc., HR&A Advisors Inc., Lionheart Places LLC d/b/a Lionheart, Perkins & Will Inc d/b/a Perkins+ Will, Inc., Skidmore, Owings & Merrill LLP d/b/a SOM, and The Goodman Corporation as the best to provide these services based on contractor experience, personnel qualifications, management structure, and sample work product.
If the contract is not approved, the Planning Department will not be able to effectively fulfill the Council directed obligations and produce a long-range plan.
