Prior Council Action:

November 14, 2019 - Council approved a design-build contract for the Fire and EMS Stations Rebuild and Renovations project with Flintco, LLC.

 

May 9, 2019 - Council approved the use of Design Builder alternative delivery procurement method for the Fire and EMS Stations Rebuild and Renovations project.

Additional Backup Information:

The Fire and EMS Stations Rebuild and Renovations project is an effort to provide urgent repairs and upgrades to two existing Fire/EMS stations, as well as the redesign and rebuild of Fire Station 22/EMS Station 12. Facilities undergoing these upgrades are:

 

                     Fire Station 1/EMS Station 6 - In construction, estimated completion May 2024

                     Fire Station 22/EMS Station 12 - In construction, estimated completion May 2024

                     Fire Station 3 - Substantial completion, in use by Fire personnel.

 

Additional authorization is needed to complete urgent repairs, upgrades and renovations to Fire Station 1/EMS Station 12 and Fire Station 22/EMS Station 12. The two fire stations are currently in construction and are on track to be completed in May 2024.

 

Due to the age of the stations, available building records did not capture all the existing conditions accurately. Unforeseen field and utility conditions, as well as necessary infrastructure modifications, were discovered during the demolition phase. Excavation uncovered conflicting field conditions such as proximity to other utility lines, drain slope, and removed sewer lines. Additional site and building permit corrections were required to rectify the field conditions. This additional funding is necessary to complete the ongoing field modifications necessary for the project to meet building and site permitting code requirements.

 

This amendment has been approved by the City’s Change Control Committee. The Change Control Committee was established to comply with Council Resolution No. 20120126-048, which required the establishment of consistent criteria and process to evaluate contractual changes for all contracts administered by the Financial Services Department, Capital Contracting. The Change Control Committee is comprised of management-level subject matter experts.

 

A delay in approving this amendment will adversely impact the current schedule for construction. Completion is scheduled for May 2024.
