According to the most recent TX-503 Continuum of Care Needs and Gaps Report, nearly one-third of people served by the Austin/Travis County Homeless Response System are chronically homeless. This means they have a disabling condition-such as a mental illness, substance use disorder, or physical disability-and have either been homeless continuously for at least a year or experienced four or more episodes of homelessness over the past three years, totaling at least 12 months. The most effective, evidence-based intervention for this population is Permanent Supportive Housing (PSH), which combines long-term rental assistance with individualized supportive services like case management, mental health care, substance use treatment, and healthcare access.
This action will authorize Amendment No. 2 to add $900,000 to the Manor Road PSH Program agreement between the Homeless Strategy Office and Integral Care, starting on September 1, 2025. The funding will be used for supportive services at Seabrook Square II, a multi-family PSH development consisting of 60 Continuum of Care units. In addition to 24/7 onsite staffing and internal and external security cameras, the property features common areas, a private courtyard, community room, laundry facility, computer lab, and a food pantry. Furthermore, a clinic that provides primary and mental health care, including support for substance use disorder, is only one mile away.
Amendment No.1 modified the agreement exhibits for the period of September 15, 2022, to September 30, 2027.
This agreement was awarded through the Request for Proposal (RFP) 3515 Manor, which was released in partnership between the Austin Public Health Department and the Austin Housing Finance Corporation on March 11, 2022, to develop and operate a multifamily rental housing development with on-site social services, on a three-acre property located at 3515 Manor Road. A total of 1,943 vendors were solicited, resulting in the submission of six permanent supportive housing service proposals. Of those submitted, one proposal was awarded to Integral Care to provide permanent supportive housing services.
