Austin Financial Services issued a Request for Qualifications Statements solicitation RFQS 5000 GAZ4010 for these goods and services. The solicitation was issued on January 12, 2026, and closed on February 10, 2026. Of the eight offers received, the recommended contractors submitted the best evaluated responsive offers. This contract will be awarded in compliance with City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). These contracts are for audio/visual and television broadcast equipment, products, and related services for all City departments. The contracts will provide critical resources for reliable and efficient technology upgrades, system implementation, installation, and support for video production, broadcast, and audiovisual equipment. The contracts support transparency in City operations by supplying equipment and services for televised and streamed public meetings and news conferences and include the acquisition of video production equipment used to create educational programming for television, web, and social media. Additionally, the contracts provide design, installation, and support for audio/visual technology in City facilities used for internal and external meetings. The contracts also include infrastructure that will improve the reliability of transmission and distribution of access television channels for the City of Austin, Travis County, Austin Independent School District, Austin Community College, and public access channels.

 

These contracts are replacing previous contracts which expire June 7, 2026. These contracts are anticipated to support large projects planned in future years. Department budget estimates are based on prior and future forecasted use.

 

An evaluation team with expertise in this area evaluated the offers and scored AVI-SPL, LLC, Donald Kenneth Martin dba DVSERVE, Halbrook and Miller, Inc. dba TM Television, Heart of Texas Music, Inc., IES Commercial, Inc. dba IES Communications, LLC, and Nelco Media, Inc. as the best to provide these services based on company qualifications, project management structure and team qualifications, and training qualifications as they pertain to the scope of work.

 

If the contracts are not approved, the reliability of broadcasts and streaming of City Council and other meetings could decrease significantly.
