This public hearing is to receive public comment on the City’s Draft Fiscal Year 2025-2026 Action Plan (Draft Action Plan). The Draft Action Plan includes a proposed budget for U.S. Department of Housing and Urban Development (HUD) formula grant funding and will be submitted to HUD in Summer 2025. Formula grants included in the Draft Action Plan are:
• Community Development Block Grant (CDBG),
• HOME Investment Partnerships Program (HOME),
• Emergency Solutions Grant (ESG), and
• Housing Opportunities for Persons with AIDS (HOPWA).
This hearing is a requirement to complete the City’s annual Action Plan, which serves as the City’s application to HUD for the formula grants listed above. This hearing also meets the requirements set forth in Texas Local Government Code Chapter 373 and the City’s Citizen Participation Plan. Public Notice will be coordinated by the Housing Department, also in accordance with Texas Local Government Code Chapter 373, the Citizen Participation Plan, and HUD requirements.
This public hearing is the second of three public hearings required to complete the annual Action Plan by August 2025. This second hearing fulfills requirements for a publicized Draft and Public Comment hearing. Input received during this public hearing may be included in the City’s application for funding and end-of-year reporting to HUD.
