Prior Council Action:
August 29, 2024 - Council approved resolution to ratify submission of the City’s Fiscal Year 2024-2029 Consolidated Plan and Fiscal Year 2024-2025 Annual Action Plan to the U.S. Department of Housing and Urban Development and authorizing the City Manager to submit grant applications and certifications, and to take other actions necessary to secure grant funds.

This hearing is an opportunity to receive input on community needs impacted by U.S. Department of Housing and Urban Development (HUD) formula grants. The formula grants include:
• Community Development Block Grant (CDBG),
• HOME Investment Partnerships Program (HOME),
• Emergency Solutions Grant (ESG), and
• Housing Opportunities for Persons with AIDS (HOPWA).
This hearing is a requirement to complete the City’s annual Action Plan, which serves as the City’s application to HUD for the formula grants listed above, and meets the requirements set forth in Texas Local Government Code Chapter 373 and the City’s Citizen Participation Plan. Public Notice will be coordinated by Austin Housing also in accordance with Texas Local Government Code Chapter 373, the Citizen Participation Plan, and HUD requirements.
This hearing is the first of three public hearings required to complete the Action Plan by August 2026. This first hearing fulfills HUD’s requirement for a Community Needs Assessment. Input received during this public hearing can be included in the City’s application for funding and end-of-year reporting to HUD.
Austin Housing is also consulting with the Community Development Commission (CDC) for feedback on the Community Needs Assessment. A public hearing will be conducted at the May 12, 2026, regular meeting of the CDC.
