Procurement Language:

Austin Financial Services issued a Request for Qualifications solicitation RFQS 6100 CLMP385 for these services. The solicitation was issued on June 24, 2025, and closed on July 24, 2025. Of the two offers received for Category 1 and the eight received for Category 2 the recommended contractors submitted the best evaluated responsive offers. This contract will be awarded in compliance with City Code Chapter 2-9A (Minority-Owned and Women-Owned Business Enterprise Procurement Program). No goals were established for this solicitation.

Additional Backup Information:

Current and projected Capital Improvements Program (CIP) workloads cannot be adequately staffed by Austin Capital Delivery Services project management personnel. There have been challenges in filling vacant project management positions. 

 

Current and planned CIP projects for Austin Water, including water distribution, wastewater collection, and reclaimed water projects in the Right of Way, as well as projects at water and wastewater treatment facilities, (including the Walnut Creek Wastewater Expansion project) will benefit from augmented 

project management staff. 

 

Current and planned CIP projects for Austin Transportation Public Works and Austin Watershed Protection, including street reconstruction, mobility, shared use paths, bike lanes, sidewalks, storm drain, detention and water quality ponds, and stream bank restoration projects will also benefit from augmented project management staff. 

 

The project management staff augmentees will provide the necessary supplement to Austin Capital Delivery Services’ project management staff for project management services. The staff augmentees will report to Austin Capital Delivery Services’ project management supervisors and provide the same services to client departments, residents, and stakeholders that current project management staff provide in managing CIP projects from preliminary phase through construction and warranty phases.

 

This request allows for the development of an agreement with the selected firm. If the City is unsuccessful in negotiating a satisfactory agreement with the selected firm, negotiations will cease with that firm. Staff will return to Council so another qualified firm may be selected, authorizing new contract negotiations.
