Authorize amendments to six contracts for continued audio/visual and television broadcast equipment and systems for all City departments with A & V Holdings Midco, LLC d/b/a AVI-SL, LLC; Charles Leo Walior d/b/a Wooden Horse LLC or Kvasir Systems; Donald Kenneth Martin d/b/a DVSERVE; Ford Audio-Video Systems LLC d/b/a Ford Audio-Video; Halbrook and Miller, Inc. d/b/a TM Television; and Heart of Texas Music, Inc., to increase the amounts by $15,000,000 for revised total contract amounts not to exceed $36,000,000, divided equally among the contractors or the department may choose any contractor that has the available product. These contracts were reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9D (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the goods and services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

The contract amendment is for additional audio/visual and television broadcast equipment and systems which are used for the creation of educational programming for television, web, and social media. These contracts have one renewal option remaining but do not have enough authorization for the anticipated spend through contract expiration in June 2026.Departments needed more products and services and as a result of expanded audio/visual and television broadcast equipment and systems throughout the City. The additional authority will allow for the continued provision of critical resources for reliable, efficient, and effective technology upgrades, as well as system implementation, installation, and support for video production, broadcast, and audio-visual equipment for City departments.
The contracts are integral to maintaining and enhancing the transparency of City operations by providing equipment and services for televised and streamed public meetings and news conference coverage as well as design, installation, and support for audio/visual technology in numerous City facilities that will be used for internal and external meetings and engagements. These contracts also include infrastructure that increases the reliability of transmission and distribution of access television channels for the City, Travis County, Austin Independent School District, Austin Community College, and public access channels.
If this amendment is not approved, the City would not have enough contract authority to complete new broadcast and audio-visual projects, impacting the reliability of broadcasts and streaming of Council and other meetings and the ability to utilize new technology to resolve technical issues.
