Additional Backup Information:

In January 2025, Transportation and Public Works Department staff reviewed a fatal crash at the intersection of East Stassney Lane and Peppertree Parkway that involved speeding as a possible contributing factor. Transportation Engineering Division staff stated they would perform an engineering study along East Stassney Lane to review current traffic conditions and determine whether a modification to the existing speed limit was appropriate. Traffic speed and volume data was available from January 2024 and analysis for the traffic study was completed in March 2025.

In order to modify or alter the existing speed limit of a street, Texas traffic laws require that a traffic engineering investigation be performed. An investigation of East Stassney Lane was conducted by the Transportation Engineering Division of the Transportation and Public Works Department in accordance with the procedures specified in the Texas Procedures for Establishing Speed Zones, 2006 and the Federal Highway Administration's USLIMITS2 tool.

The Transportation Engineering Division recommends adding the following amendment to City Code Section 12-4-64 (D) Table of Speed Limits:

Delete: Stassney Lane (East) from I.H. 35 (South) East Frontage Road (1600 block) to Nuckols Crossing Road (5000 block). (40 MPH).

Delete: Stassney Lane (East) from Nuckols Crossing Road to Teri Road. (40 MPH).

Add: Stassney Lane (East) from I.H. 35 (South) East Frontage Road to Teri Road. (35 MPH).
