Participating Jurisdictions (PJs) that receive U.S. Department of Housing and Urban Development (HUD) entitlement grant funds must develop a Citizen Participation Plan (CPP). The CPP describes how the City will encourage community members to participate in the development of the City’s federal reports for entitlement grants distributed by HUD. These reports include the Consolidated Plan, the Action Plan, and the Consolidated Annual Performance and Evaluation Report (CAPER).

 

The City’s current CPP states that the city will review the CPP at least every five years as a component of the Consolidated Planning process. If changes to the CPP are necessary, City Council must approve the amendments to the CPP. City staff recommend City Council approved a revised CPP, which will be attached to the resolution as Exhibit A.

 

In accordance with the City of Austin’s CPP, a total of two public hearings were held for the draft revised CPP to gather input from the public - one in front of the Community Development Commission and one in front of the Austin City Council. The draft revised CPP was made available for public comment from May 7, 2024 to June 5, 2024 via a Speak Up Austin webpage, as well as in paper format at locations across the City.

 

City staff recommends revising the CPP to increase the threshold of CDBG budget variance that triggers the need for a substantial amendment process and to make needed clerical updates, such as updating NHCD to Housing Department, etc. If approved, the revised CPP will be posted on the Housing Department website and be employed as the City’s CPP going forward.
