Funding for $189,085 is available in the Fiscal Year 2023-2024 Operating Budget of the Housing and Planning Department. Funding for the remaining term is contingent upon the release of federal funds from the U.S. Department of Housing and Urban Development, Community Development Block Grant.
Prior Council Action:
September 30, 2021 - Council authorized negotiation and execution of the agreement with Child, Inc. through the Community Development Block Grant to administer the Early Childhood Services Program in an amount not to exceed $79,325 for the initial term and $79,325 for each extension option through September 30, 2025, for a total agreement amount not to exceed $317,300, on an 11-0 vote.

This agreement increased funding from the prior Request for Council Action located at: https://www.austintexas.gov/department/city-council/2021/20210930-reg.htm#074. The City’s 2019-2024 Consolidated Plan notes the need for childcare services for low-income families. The Community Development Block Grant Early Head Start Program provides early education and care for children up to age 3, increasing access to care and education for children with disabilities, providing parent education, and increasing access to Head Start wrap-around services for children and families. The agreement will continue existing Community Development Block Grant Early Head Start Program services and assist at least 130 clients.
The term of the agreement will be from October 1, 2023 to September 30, 2024. The Housing and Planning Department designated Child, Inc. as a sub-recipient for the CDBG Early Head Start Program contract for Fiscal Year 2023-2024 because of their more than 40 years of experience. The agreement will be administrated by the Austin Public Health Department.
