This contract will be awarded in compliance with the City Code Chapter 2-9A (Minority-Owned and Women-Owned Business Enterprise Procurement Program). SAFEbuilt Texas, Inc met the goals with 9.06% MBE and 3.47% WBE participation and Freese and Nichols, Inc met the goals with 12.00% MBE and 3.50% WBE participation.

In previous years, Austin Development Services engaged vendors for third-party residential and commercial plan review and engineering services. These contracts augmented plans examiner and engineering staff to address a backlog of plan reviews during and immediately after the COVID epidemic. Due to recent and current economic shifts and unexpected changes in the City’s development trends, Austin Development Services seeks to secure a vendor(s) that will provide resources to meet the City’s plan review and inspection needs.
This contract will provide qualified staff to perform Building and Site Plan Review and Inspection Services as needed for residential and commercial construction in compliance with international technical codes, City codes and regulations. Staff provided by vendors will augment Austin Development Services’ and other City departments’ staff in performing various plan reviews and inspection support to help maintain the department’s productivity, goals and standards, as well as help maintain customer satisfaction. Contracted staff will also ensure that proposed construction projects comply with building codes, zoning regulations and other relevant ordinances established by local authorities.
Austin Development Services helps homeowners, business owners, and property owners ensure compliance with applicable City and building codes when they build, demolish, repair or perform any construction in the City. Austin’s development trends determine the volume of applications which causes the demand for reviews and inspection to fluctuate. This contract will provide support for the permit and inspection fluctuations.
If the RCA is not approved, Austin Development Services will not have the support necessary to meet the volume and fluctuations of residential and/or commercial plan submissions and inspections.
This request allows for the development of an agreement with the selected firm. If the City is unsuccessful in negotiating a satisfactory agreement with the selected firm, negotiations will cease with that firm. Staff will return to Council so another qualified firm may be selected, authorizing new contract negotiations.
