Prior Council Action:
April 13, 2023 - Resolution No. 20230413-036, to execute an Advanced Funding Agreement with the Texas Department of Transportation (TxDOT), for the High Safety Improvement Program lighting projects, was approved on an 11-0 vote.

The Highway Safety Improvement Program (HSIP) is a federally funded program, administered by states, to achieve a significant reduction in traffic fatalities and serious injuries on all public roads through the implementation of infrastructure-related highway safety improvements. Safety lighting is an important part of a roadway safety program. According to the HSIP documentation, safety lighting can have a crash reduction factor of 49%, one of the highest benefit-to-cost ratios in the suite of available safety improvements.
Based on crash data, Slaughter and Howard Lanes were selected as qualifying safety lighting projects and awarded HSIP funding. An advance funding agreement with TxDOT was executed on July 7, 2023.
These projects will implement critical safety improvements on Slaughter and Howard Lanes. Slaughter Lane project limits are from Riddle Road to Brandt Road (Council Districts 2 and 5). Howard Lane project limits from Scofield Parkway to Dessau Road (Council District 7). Project construction includes installation of new poles and lights within the right-of-way, installation of lighting on existing utility poles, and upgrading of existing lights to LED bulbs.
Prior to construction, staff will communicate with neighboring businesses and residents using social media outreach and press releases to inform the public about upcoming work.
This item includes one allowance of $280,000 to be used to address vegetation management. An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work when details are not determined at the time of bidding.
A delay in issuing this contract may affect the delivery of critical safety improvements along these roadways in Austin.
Due to the potential for unforeseen issues presented at the time of construction, a 10% contingency has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project.
Construction is expected to begin January 2024, and the approximate project duration is 10 months, barring no weather delays or other unforeseen circumstances.
