April 9, 2026 - Austin Housing Finance Corporation authorized negotiation and execution of a loan agreement and related documents with Verbena Flats LP, or an affiliated entity, in an amount not to exceed $8,000,000 for a multifamily rental development to be known as Verbena Flats, located at or near 1017 West Slaughter Lane, Austin, Texas 78748.

This action conducts a public hearing on an application that will be, or has been, submitted to the Texas Department of Housing and Community Affairs. The applicant, Verbena Flats LP, or an affiliated entity, seeks funding for the development through federal 4% non-competitive housing tax credits (4% HTCs) and private activity bonds. After the public hearing, Council will consider a resolution related to the proposed application. The property is located within the City in Council District 5.
Proposed Development
Verbena Flats LP, which is affiliate of Journeyman Group, is planning to develop a 328-unit multifamily development to be located at or near 1017 W Slaughter Lane, Austin, Texas 78748. The target population for the development is the general population. The development will include seven units affordable to households earning at or below 30 percent of the area median family income (MFI), seven units affordable to households earning at or below 40 percent MFI, 97 units affordable to households earning at or below 50 percent MFI, and 217 units affordable to households earning at or below 60 percent MFI.
Financing for the development is proposed to come in part from 4% HTCs and private activity bonds issued by Strategic Housing Finance Corporation (Strategic HFC).
An affiliate of Strategic HFC will be the sole member of the general partner of the development’s ownership structure, thereby allowing for a full property tax exemption.
The development was awarded $8 million in Rental Housing Development Assistance using 2022 General Obligation bonds.
