Council Committee, Boards and Commission Action:

May 12, 2026 - The Community Development Commission conducted a public hearing on community needs concerning the City’s draft Fiscal Year 2026-2027 Action Plan.

 

June 9, 2026 - The Community Development Commission reviewed and conducted a public hearing to receive public comment on the City’s draft Fiscal Year 2026-2027 Action Plan.

In Fiscal Year 2026-2027, the City expects to receive continued federal funding through four U.S. Department of Housing and Urban Development (HUD) formula grant programs: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).

HUD has announced the City is eligible for the following grants:

                     Total: $14,202,796

o                     CDBG: $7,207,923

o                     HOME: $3,346,675

o                     ESG: $643,478

o                     HOPWA: $3,004,720

In order to receive these grants, the City must submit an annual Action Plan to HUD that provides an overview of the community needs, resources, priorities, and proposed activities with regard to housing, community development, and public services. The full draft Action Plan, including the proposed funding table, is available in the backup of this item as exhibit A and exhibit B.

Following the City’s Citizen Participation Plan (CPP), a total of four public hearings were held for the Fiscal Year 2026-2027 Action Plan to gather input from the public - two before the Community Development Commission, and two before Council. The draft Action Plan was made available for public comment from May 28, 2026 to June 30, 2026 via a Speak Up Austin! Webpage at www.SpeakUpAustin.org/MyCommunityNeeds.

This item requests Council’s approval of the draft Fiscal Year 2026-2027 Action Plan. With Council’s approval, the Action Plan will be submitted to HUD for review by August 16, 2026.
