The contract provided immediate access to professional services including a comprehensive operational assessment, a review of Austin Police practices compared to established standards, an evaluation of business processes, workflows and case management, and the development of improvement recommendations. These professional services were necessary to enhance system functionality and align the Austin Police Department (APD) operations with national best practices and standards. The recommendations will be supported by implementation plans, change management services, and an audit of APD’s records management system.
The urgency of this contract arose from critical operational gaps identified during the contractor’s work on the Patrol and Investigations Staffing Deployment Analysis project. These gaps required prompt and thorough investigation to develop effective and timely solutions, so the contract was awarded as an emergency and brought to Council at the first opportunity for ratification.
Given the specialized nature of the work, which requires individuals with executive-level law enforcement experience and extensive practitioner-based expertise, Berry Dunn McNeil & Parker, LLC dba BerryDunn was uniquely qualified to deliver results quickly. Their current engagement with APD positions them to provide valuable insights that will inform future project management and final recommendations. Their deliverables will strengthen APD’s organizational capabilities and support both the City’s core values and AP’s strategic goals through the department-wide integration of science- and data-informed decision-making.
