This action will authorize negotiation and execution for Amendment No. 6 with Integral Care for the Bridge to Recovery Program. This program’s goals are to provide access to a comprehensive substance misuse service continuum of care that is recovery oriented, culturally affirming and trauma-informed to persons who have traditional barriers to access; and increase care continuity and coordination for clients. The program’s City Business Plan outcome goal is that clients will make progress toward their treatment plan goals. This program addresses key community needs identified in Austin Public Health’s Community Health Assessment.
Integral Care submits a monthly expense with report with documentation for payment from the City. Integral Care also submits quarterly and annual performance data reports on clients served and their outcomes, and have regular information sessions with their City contract manager. Austin Public Health monitors the agency annually for agreement compliance and issues resulting requirements. City staff recently evaluated the program and determined that it successfully addressed an identified community needs by providing a safe place for publicly intoxicated individuals to sober up as an alternative to emergency rooms or jail. Integral Care also supports assessment and referral to treatment and recovery services.
This agreement is currently set to expire on March 31, 2027. The program was originally scheduled to end on March 31, 2027; however, to align the agreement with the fiscal year and prevent a gap in community services, staff is recommending a six-month extension. This extension will support planning efforts and avoid service disruption.
The agreement was renewed from 2022 to 2026, including Amendments Nos. 4 and 5.
