The three pump station sites in this project were originally constructed by municipal utility districts that were later annexed by the City. The three pump stations are now operated and maintained by Austin Water. These facilities have reached the end of their useful life and need refurbishment to continue providing reliable service to Austin Water customers.
Lookout Lane Pump Station Improvements
This project will provide piping modifications to allow isolation of the reservoir for maintenance, additional redundant pumping capacity, and electrical and process equipment improvements to meet current Austin Water standards.
Guildford Cove Pump Station Improvements
An easement was acquired to allow for two additional hydro-pneumatic tanks to be constructed outside of the pump station to improve resiliency. To reduce noise currently impacting neighbors, the backup generator will be relocated inside the pump station building. The project will also install a mechanical crane and other pumping equipment inside the pump station building, instrumentation and control improvements to bring controls to current Austin Water standards, and new pressure reducing valves and check valves will be installed at two locations within the subdivision to improve water distribution.
Glenlake Pump Station Bypass Improvements
This project will include constructing approximately 1,100 linear feet of distribution piping, a pressure reducing valve, flow meters, and a new pressure monitoring station. When complete, these improvements will allow for the existing pump station and reservoir to be demolished. These improvements will enhance the distribution resiliency and reduce maintenance of the distribution system.
This item includes two allowances. The allowance of $50,000 will be used to address Guildford Cove’s SCADA top end programming and modifications and the allowance of $19,800 will be used to address Guildford Cove’s ethernet switches and personnel training. An allowance is an amount that is specified and included in the construction contract or specifications for certain items of work when details are not determined at the time of bidding.
Due to the potential for unforeseen and unknown site conditions when working in an operating water facility and the need to minimize construction duration and equipment downtime, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
The work will primarily be located within pump station site boundaries, which is City owned property, signage and traffic control will be in place for work where construction impacts the public. A portion of the project is near residential homes that may be affected by construction activities such as noise during construction.
Delay in contract approval could impact the ability of these pump stations to continue to work as expeted as they near their end of life, impacting service to Austin Water customers.
