Additional Backup Information:
The purpose of this project is to reduce flooding in the South Lamar Neighborhood Area, generally bounded by South Lamar Boulevard, West Oltorf Street, Cinnamon Path, and the Union Pacific Railroad. The neighborhoods within the project area were originally developed in the 1950s and have minimal storm drain infrastructure. This project will add storm drains to address documented flooding complaints within the project area.
The South Lamar segment of the project at the Bluebonnet Lane and Del Curto Road intersection includes construction of a new roundabout, upgraded bicycle and pedestrian facilities, 8-foot wide shared-use paths on both sides of the roadway, curb and gutter and new pavement markings. The project will also reroute water and wastewater lines to meet City regulations and construction of a new storm drain system. The improvements to the intersection will enhance safety and traffic operations aligned with the City’s goals that were identified as part of the 2016 Mobility Bond. These projects were bid under one contract to minimize construction disruption and mobilization costs.
Due to the potential for unknown subsurface conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
The project proposes lane closures and detours. The contractor will install appropriate traffic detour signs and barricades to direct traffic. The contractor will work to ensure that residents and businesses always have access to driveways. Roadways will be reopened to the public at the end of each working day. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. In addition, there will be temporary utility service interruptions, customers will be notified at least 48 hours in advance of planned service interruptions.
If this contract is not approved, the City’s ability to reduce flood risk for residents and deliver multi-modal mobility services may be impacted.
