The solicitation was issued on August 19, 2024, and closed on October 31, 2024. Of the six bids received, the recommended contractor submitted the lowest responsive bid. The project is needed to replace undersized drainpipes and it includes installation of approximately 1,700 linear feet of upgraded storm drainpipe and the replacement of 2,000 linear feet of aging storm drainpipe. The new pipe will begin at 11502 January Drive and outfall into Walnut Creek at 11601 February Drive. Existing inlets located on January Drive will be replaced on an as-needed basis.
The project includes work at the outfall along Walnut Creek in the floodplain property buyout area on February Drive. A spring was identified at this location and protective measures have been incorporated into the contract to protect this area during construction. There is erosion along the banks of Walnut Creek in this area. A grow zone is being established within the buyout lots to restore native trees, shrubs, wildflowers and vegetation.
Situated in the Walnut Creek Watershed, a portion of the site falls within FEMA and City fully developed 100-year floodplain near the intersection of January Drive and February Drive. Previous single-family lots (11601 to 11605 February Drive) were demolished due to flooding and are now within City Watershed Protection Department publicly owned land. This project is funded by the City 2018 Bond Proposition D.
Due to the potential for unknown subsurface conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
The project will require temporary lane closures and other traffic disruptions on January Drive from August Drive to February Drive. The contractor will install appropriate traffic signage and barricades to direct traffic. Residents adjacent to the project’s impact area will be notified by a City representative seven days in advance. The contractor will work to ensure that residents always have access to their driveways. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance.
The contract allows 290 calendar days for completion of this project.
