Authorize a contract for a Westlaw Edge Proflex software subscription for the Austin City Attorney’s Office with West Publishing Corporation dba West A Thomson Reuters Business, for an initial term of one year with up to four 1-year extension options in an amount not to exceed $800,000. Funding: $125,000 is available in the Operating Budget of the Austin City Attorney’s Office. Funding for the remaining contract term is contingent upon available funding in future budgets.

Multiple cooperative purchase programs were reviewed for these services. Austin Financial Services and the Austin City Attorney’s Office have determined this contractor best meets the needs of the Austin City Attorney’s Office to provide these services required for the City.

Cooperative Agreement contracts are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established.

The contract will provide continued use of the Westlaw Edge Proflex software subscription for the Austin City Attorney’s Office to perform legal research. Westlaw Edge Proflex is an online legal, news, and business information research service, and the subscription includes a comprehensive collection of public records and editorially enhanced legal research. The system searches the software’s database to return a summarized response with detailed insights including lists of key cases, statutes, and regulations.
This contract will replace the existing contract that expires January 29, 2026. The recommended contractor is the current provider for these services.
The Texas Department of Information Resources is a cooperative purchasing association recognized under Texas procurement statutes. Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.
