Austin Financial Services issued an Invitation for Bids solicitation IFB 6100 CLMC1157 for these goods and services. The solicitation was issued on April 20, 2026 and closed on May 28, 2026. Of the four bids received, the bid submitted by the recommended contractor was the lowest responsive bid received. Additional Backup Information:

This contract will relocate a water line for the Colorado River project. Work consists of replacing approximately 250 linear feet of water line crossing the Colorado River along US Highway 183. The existing water line at this location is exposed and requires replacement with a larger water line that will be relocated and installed at a lower depth. This project will not only maintain, but improve existing water service for customers both north and south of the Colorado River.

 

Environmental mitigation measures will be incorporated into the project and required erosion and environmental controls will be utilized. The project will use horizontal directional drilling under the river and Austin Parks and Recreation property, avoiding impacts to existing streambanks and trees. Additionally, removal of the exposed section of the existing water line from the river will improve low-flow conditions and reduce future erosion.

 

The work will occur within TxDOT and City right-of-way. The project is expected to have low public impact and does not propose any lane closures or detours. If any planned temporary water and wastewater service interruptions are necessary, customers will be notified at least 48 hours in advance. 

 

Due to the potential for unforeseen conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders necessary to cover unforeseen construction cost associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.

 

A delay in contract approval could postpone critical environmental mitigation and construction activities needed to maintain and improve water service for customers north and south of the Colorado River.

 

The contract allows 167 calendar days for completion of this project.
