Title
Authorize negotiation and execution of an interlocal agreement with the Texas Department of Transportation, Capital Area Metropolitan Planning Organization, Central Texas Regional Mobility Authority, Capital Metropolitan Transportation Authority, Austin Transit Partnership, and Travis County, as the region’s transportation agencies, to form the Central Texas Construction Partnership Program, for an initial term of ten years, in an amount not to exceed $4,000,000 for the initial cost for years 1 and 2. Funding: $337,500 is available in the Fiscal Year 2024-2025 Transportation and Public Works Department’s Operating Budget. Additional funding is available in the Transportation and Public Works Department’s Capital Budget. Funding for the additional life of the project is contingent upon future budgets.

With more than $20 billion in mobility and infrastructure construction projects and with more than 35 significant infrastructure projects commencing over the next 10 years in Central Texas, the region’s transportation agencies have come together to form the Central Texas Construction Partnership Program (CPP) with a commitment to better coordinate with each other, inform the public, keep Central Texas moving throughout peak construction, and form a long-term scalable foundation to proactively manage the region’s traffic flow.
In support of this commitment, the CPP agencies agree to coordinate construction, to develop an integrated information sharing platform and receive information on planned lane closures to inform the public through coordinated public communication strategies about high impact construction activities to manage travel demand by working with travelers and businesses at and near construction projects, in part through implementation of the Climate Pollution Reduction Grant (CPRG); and to manage traffic flow by using operational strategies and technology.
This interlocal agreement (ILA) will provide a description of roles and responsibilities for each agency and initial cost sharing amounts for Years 1 and 2. A future ILA and/or amendment to this ILA is anticipated for Year 3 and beyond where staff would return to Council with a to approve negotiating and executing an ILA and/or amendment for subsequent years.
