Fiscal Note

Funding for the first six months of the agreements is available in the Fiscal Year 2018-2019 Austin Public Health Operating Budget.  Funding for future years is contingent upon available funding in future budgets.

Austin Public Health (APH), through a variety of funding sources, contracts for a broad array of health and social services for eligible Persons Living With HIV (PLWH) to maintain and improve overall health, safety, and quality of life, and to advance the City’s goal of ending the HIV/AIDS epidemic within its jurisdiction.  In addition to Federal grants, APH administers modest local funding for social services for PLWH, which are included in the annual Local Maintenance of Effort requirement of the Ryan White HIV/AIDS Treatment Extension Act of 2009 (Public Law 111-87).  The City’s investments as recommended in this item total just over $630,000 on an annual basis, and helped secure over $5.8 million in Federal Ryan White grant funding in Fiscal Year 2018.

 

To prepare for design of a 2018 Request For Applications (RFA) for City-funded HIV social service agreements, Austin Public Health held a full-day community forum to gather stakeholder input, reviewed the HIV Planning Council’s comprehensive 2017 Needs Assessment and 2017-2021 Integrated HIV Prevention and Care Plan, studied other HIV social service solicitations, and inventoried current HIV social service funding in the community.  The result was a solicitation that recognized community priorities gathered from the forum and structured around the City’s June 2018 designation as a participant of the Fast Track Cities Initiative to ending the AIDS epidemic by 2030.  Housing Case Management Services, a subcategory of Non-Medical Case Management, was singled out as a priority based upon feedback from the community forum, and complements the City’s high priority of housing placement and security.  The RFA structure also provided the ability to fund critical and/or sole source HIV-related services that serve as a safety net for particularly vulnerable PLWH in Austin & Travis County. 

 

The following awards are recommended by APH:

 

1. AIDS Services of Austin, providing Early Intervention Services and Non-Medical Case Management Services (Including Housing Case Management);

2. Austin Travis County Mental Health Mental Retardation Center dba Integral Care, providing Non-Medical Case Management Services;

3. Project Transitions, Inc., providing Recuperative Care Housing Services; and

4. The Wright House Wellness Center dba ASHWell, providing Non-Medical Case Management Services (Including Housing Case Management).
