Funding: This item has no fiscal impact unless changes are made at the request of the City; however, the waiver requires City expenditures on a separate proposed bridge project.

The Texas Department of Transportation (TxDOT) has selected Circle S Road Bridge at South Boggy Creek for potential replacement under the Texas Department of Transportation Highway Bridge Program. This bridge is a single span bridge built in 1915, and the bridge has a narrow width, allowing one traffic lane only. As per the TxDOT recommendation, a weight limit sign was posted to restrict heavy vehicles from crossing the bridge.
This bridge is one of the lowest rated structures in Austin’s bridge inventory.
In return for the proposed waiver of the City’s required portion of the cost of the project, the City would be required to perform, or cause to be performed, an equivalent dollar amount of structural improvement work on another deficient bridge(s) or deficient mainline cross-drainage structure(s), referred to as ”equivalent match project(s)”, within the jurisdiction of the City. Staff have identified a proposed equivalent match project on the Wickersham Lane Bridge at Country Club Creek that would satisfy the equivalent match project requirement.
The Highway Bridge Program is a federal aid program managed by TxDOT that provides funding to enable states to improve the condition of highway bridges. The local match fund participation requirement on federal off-system bridge program projects may be waived providing the local government agrees to perform structural improvement work on one or more of its load-carrying deficient bridge(s) or other cross-drainage structures. This work must have a dollar value at least equivalent to the required local match participation.
Current total cost is $1,043,672, including requested waiver amount of $104,367. The anticipated construction letting date is January 2028.
