Austin Public Health has provided public health services throughout the unincorporated areas of Travis County (County) since 1985. City and County staff worked together for several years in an effort to consolidate the patchwork of agreements and amendments for these services, resulting in an interlocal agreement (ILA) that was approved by the County Commissioners Court and City Council on September 27, 2007, and October 18, 2007, respectively. This original ILA was renewed several times prior to adoption of the current ILA.
Today’s action will authorize negotiation and execution of an amendment to the interlocal agreement with Travis County, that began on October 1, 2025,to revise the payment and billing process and add up to four twelve-month extension options, each in an amount not to exceed $7,393,941 including five percent increase compounded annually, to each option, for a revised total agreement amount not to exceed $40,856,191 to be paid to City. The amendment will also provide that the County will agree to the payment under the revised cost recovery model for invoices billed in fiscal year 2025-2026.
Travis County does not operate its own health department and relies on Austin Public Health (APH) to serve as the local health department for the Austin-Travis County community. Through this ILA, APH provides essential public health services to residents across both jurisdictions. This regional approach avoids duplicative infrastructure, shares the cost of essential services, and provides coordinated surveillance, prevention, and response to public health threats that do not stop at jurisdictional boundaries.
Pursuant to this ILA, Austin Public Health will continue to provide public health services, such as HIV outreach and prevention, immunizations, disease surveillance, vital records, chronic disease prevention, communicable disease services, epidemiology and disease surveillance, Health Authority services, tuberculosis elimination, and environmental health services.
