This contract was awarded in compliance with the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

 

Prior Council Action:

July 20, 2023 - Council approved a contract for I Belong in Austin program administration with El Buen Samaritano Episcopal Mission.

 

October 9, 2025 - Council approved an amendment to increase the contract not to exceed amount by $4,000,000 to $21,800,000.

Additional Backup Information:

This amendment will provide $2,250,000 in rental assistance funding for current displacement-prevention services to avoid a gap in service as directed in Resolution No. 20260827-069, supporting the I Belong in Austin program, which provides vital financial assistance for rent, moving, storage, and relocation costs to reduce residential displacement and prevent homelessness in Austin.

The requested increase in authorization was determined based on historical spending and anticipated demand for services throughout the remainder of the contract term. The additional authorization is necessary to continue providing the services described in the contract at the level needed to meet anticipated demand. This increase will prevent a disruption in services and allow the I Belong in Austin program to continue providing displacement-prevention assistance for the remainder of the contract term.
