Austin Financial Services issued an Invitation for Bids solicitation IFB 6100 CLMC1147 for these services. The solicitation was issued on January 12, 2026, and closed on February 12, 2026. Of the three bids received, the bid submitted by the recommended contractor was the lowest responsive bid. This project is the first of five phases of Community Development Block Grant funded capital improvement projects the City is undertaking to improve municipal infrastructure to support the Colony Park Sustainable Community. This contract will allow telecommunications providers to relocate existing aerial infrastructure underground and for the City to install 1,800 linear feet of utility duct bank. This transmission and distribution project will increase electrical network capacity to accommodate anticipated growth in the service area and support both near-term and long-term development of the Colony Park Sustainable Community. The proposed improvements address critical capacity needs to ensure reliable and scalable utility service.
Due to the potential for unknown subsurface conditions a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
There will be minor impacts to the traveling public, with westbound travel lane reductions and bicycle and pedestrian detours during construction.
If this contract is not approved, it will delay the overall development of the Colony Park Community and potentially risk current and future federal funding and federal funding compliance.
The contract allows 180 calendar days for completion of this project.
