The City Manager’s Office reviewed this grant for alignment as directed by Resolution No. 20200611-096 and recommends approval.

 

This action will accept $175,000 in grant funds from the U.S. Department of Justice, Community Oriented Policing Services; and amend the Fiscal Year 2025-2026 Police Department Operating Budget Special Revenue Fund of Ordinance No. 20250813-005 to appropriate $175,000 for the COPS Youth-Led Recruiting Model Implementation Project for the grant period (October 1, 2025 - September 30, 2027).

 

The Austin Police Department (APD) will bolster Officer Recruitment, Hiring, and Retention through implementation of the FY23-funded CPD Youth-Led Recruiting Model (CYLRM); a community based, youth-led recruiting model that will provide 1) consistent, reliable and ongoing programming for high school students to engage and establish working relationships with officers and 2) pathways for high school graduates to remain connected with APD until the time they are eligible to join the force. APD anticipates reaching thousands of Austin area youth through in-person events and social media and the ability to sustain the proposed pipeline in partnership with the community and local leadership.

 

The General Fund will not be required to contribute additional funds beyond those currently budgeted to this grant. When the grant funds expire, the Austin Police Department’s need for continuing funding will be evaluated and may be denied.
