Funding in the amount of $142,180 is available in the Fiscal Year 2024-2025 Homeless Strategy Office Social Services Contracts Budget. Funding of future terms is contingent on City Council approval of future budgets.

 

Prior Council Action:

July 28, 2022 - Council approved the negotiation and execution of an agreement with Family Eldercare on a 10-0 vote. Council Member Fuentes was off the dais.

According to the most recent TX-503 Continuum of Care Needs and Gaps Report, nearly one-third of people served by the Austin/Travis County Homeless Response System are chronically homeless. This means they have a disabling condition-such as a mental illness, substance use disorder, or physical disability-and have either been homeless continuously for at least a year or experienced four or more episodes of homelessness over the past three years, totaling at least 12 months. The most effective, evidence-based intervention for this population is Permanent Supportive Housing (PSH), which combines long-term rental assistance with individualized supportive services like case management, mental health care, substance use treatment, and healthcare access.

 

This action will authorize Amendment No. 3 to add $142,180 to the current term and the remaining two extension options for the Homeless Strategy Office’s agreement with Family Eldercare, starting on September 1, 2025. The funding will be used for supportive services at Pecan Gardens, a PSH community for seniors ages 55 and older exiting homelessness. Residents in this 78-unit property have access to housing stability services, case management, health assessments, living skills coordination, and community-building activities, as well as assistance with basic needs like food through an onsite food pantry. The Pecan Gardens building amenities are responsive to the needs of seniors exiting homelessness and are designed for aging in place. This important benefit empowers older adults to remain in their homes and communities as they age, regardless of income or ability level.

 

Amendment No. 2 exercised the second extension option in the amount of $1,170,000 for the period of October 1, 2024, to September 30, 2025.

 

Amendment No.1 exercised the first extension option in the amount of $1,170,000 for the period of October 1, 2023, to September 30, 2024.

 

The original agreement was approved for a 12-month term ending on September 30, 2023, in an amount not to exceed $1,170,000, with four 12-month extension options, for a total agreement amount not to exceed $5,850,000.
