Additional Backup Information:
The Texas Parks and Wildlife’s (TPWD) Recreational Trails Program provides 75% matching grant assistance for the development of recreational motorized or non-motorized trails, trailheads, trail acquisition, and trail amenities. The Parks and Recreation Department (PARD) will use this funding to augment the construction of a planned trailhead project in Onion Creek Metropolitan Park (Park). The additional $300,000 in grant funding would ensure that sufficient funding is available in case of cost overruns and would make Parkland Dedication funding available for other projects.
The Recreational Trails Program grant will cover 75% of the expected project costs to construct the planned trailhead project in the Park. The City will provide its grant match of $75,000 through 2018 General Obligation Bond Proposition C funding and/or Parkland Dedication funding.
According to guidelines set forth by TPWD in its grant application process, PARD must seek City Council authorization to apply to the Recreational Trails Program for up to $300,000 in grant funding to aid in the construction of planned trailhead at the Park.
The grant application requires the City to hold a public hearing that complies with the Texas Open Meeting Act before the application can be submitted to TPWD. At this hearing, the governing body must pass a resolution authorizing application submission and authorize the Director of the Austin Parks and Recreation Department to act on the City’s behalf and work with TPWD for purposes of the Recreational Trails Program grant. There must be an opportunity for public comment. This Resolution is therefore posted on the Council’s non-consent agenda to ensure the hearing and the opportunity for public comment. As required by TPWD, PARD will submit an application by February 2, 2025.
