Austin Financial Services issued a Request for Qualifications Statements solicitation RFQS 4400 JOG4015 for these services. The solicitation was issued on November 10, 2025, and closed on January 6, 2026. Of the 87 offers received, the seventeen recommended contractors submitted the best evaluated responsive offers. This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established. However, three of the recommended contractors identified subcontracting opportunities.

The consultants will provide consulting services to City departments on an as-needed basis across three primary areas:
• Strategy, Organizational, and Transformation, including strategic planning, organizational assessments, and governance redesign;
• Performance, Process, and Service Improvement, including process mapping, program evaluation, and performance measurement; and
• Innovation and Engagement, including facilitation, workshop design, stakeholder engagement, and change management. Consultants will be selected for individual projects based on scope, availability, and relevant expertise.
The consulting bench provides the City with access to a diverse pool of qualified consultants with a variety of expertise and capabilities. This breadth of expertise allows departments to align project needs with the most qualified consultant, supporting timely, high-quality outcomes.
These contracts do not replace an existing contract. An evaluation team with expertise in this area evaluated the offers and scored the consultants as the best to provide these services based on qualifications and experience, sample work products, and references.
If these contracts are not secured, the City will face significant delays in accessing specialized expertise needed to advance organizational improvement, shared services evaluation, and performance initiatives. Utilizing consulting support through established contracts is more efficient and cost-effective than conducting individual procurements for each project engagement.
