Funding for the remaining contract term is contingent upon available funding in future budgets.

Austin Financial Services issued a Request for Qualifications Statements solicitation RFQS 4400 JOG4015 for these services. The solicitation was issued on November 10, 2025, and closed on January 6, 2026. Of the 87 offers received, the seventeen recommended contractors submitted the best evaluated responsive offers. This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established. However, three of the recommended contractors identified subcontracting opportunities.

This contract will provide Austin Budget and Organizational Excellence with access to a diverse pool of qualified, experienced vendors that can support project needs related to shared services optimization, Citywide Strategic Plan alignment, and organizational improvement. Services are on an as-needed basis and include:
• Strategy, Organizational, and Transformation, including strategic planning, organizational assessments, and governance redesign;
• Performance, Process, and Service Improvement, including process mapping, program evaluation, and performance measurement; and
• Innovation and Engagement, including facilitation, workshop design, stakeholder engagement, and change management. Consultants will be selected for individual projects based on scope, availability, and relevant expertise.
Austin Budget and Organizational Excellence will primarily use these agreements in the context of the shared services optimization initiative, departmental alignment with the Citywide Strategic Plan, and departmental assessments and improvements. Austin Budget and Organizational Excellence will ensure all work undertaken through these agreements provides value directly related to and aligned with current needs, priorities, and ongoing and planed strategy, performance, and innovation initiatives across the City.
These contracts do not replace an existing contract. An evaluation team with expertise in this area evaluated the offers and scored the consultants as the best to provide these services based on qualifications and experience, sample work products, and references.
If these contracts are not secured, the City will face significant delays in accessing specialized expertise needed to advance organizational improvement, shared services evaluation, and performance initiatives. Utilizing consulting support through established contracts is more efficient and cost-effective than conducting individual procurements for each project engagement.
