Additional Backup Information:

The purpose of the Housing Navigation Center Improvements project is to support the long-term vision of Austin Homeless Strategies and Operations in establishing a safe and welcoming resource center for individuals experiencing homelessness, offering access to food, shower facilities, healthcare services, case management, social program information, and other critical support services.  Assigning this work under an existing job order contract will open the Housing Navigation Center to the public as quickly as possible while ensuring the facility is safe, accessible, and energy efficient.

The building to be used for the Housing Navigation Center was purchased in the fall of 2025.  Built in 1970 at 2401 South Interstate Highway 35 Frontage Road, the building has gone through a few renovations under different tenants over the years.  It currently sits vacant with no functional air conditioning and does not comply with the Americans with Disabilities Act.  The large asset maintenance and replacement for the building is overseen by Austin Facilities Management.  The building is controlled by Austin Homeless Strategies and Operations and will be operated by Sunrise (a third-party vendor awarded operating rights by Austin Homeless Strategies and Operations).  The construction will be funded by Austin Facilities Management Deferred Maintenance funds.

According to state statute, Council must approve any individual job order assignment that exceeds $500,000. This request is for the Council’s authorization to negotiate and execute one job order assignment from the Job Order Contract Program for an amount not to exceed $2,000,000, inclusive of contingency.

Job order contracting is a highly responsive contracting method that allows for services where the work is for indefinite time and indefinite quantities and where job order assignments are awarded substantially based on pre-described and pre-priced tasks. Work may consist of facility maintenance, repair, alteration, renovation, remediation, or minor construction of City facilities.

Public impact will be minimal.  Construction outside the fenced property lines will be limited to a short period of work by the public sidewalk.  The building’s electricity and water will be cut off routinely during construction.  This should not impact neighboring businesses or affect any current City services, as this building is not currently occupied.

If this item is not approved, Austin Homeless Strategies and Operations would not be able to deliver their Housing Navigation Center social programs through Sunrise to the public.
