The Financial Services Department issued an Invitation for Bids (IFB) 6100 CLMC1036 Burrell Drive Wastewater Improvements for these services. The solicitation was issued on April 22, 2024, and closed on May 16, 2024. Of the four offers received, the recommended contractor submitted the lowest responsive offer. The Burrell Drive Wastewater Improvements project is part of the Renewing Austin Program. The Renewing Austin Program is an ongoing effort to replace and upgrade deteriorated and aging water mains with a documented history of multiple breaks, that are in poor condition, and that impact service delivery. In addition, the program coordinates and includes wastewater lines in poor condition and in need of replacement within the project area.

 

The work consists of the repair and replacement of existing water and wastewater mains with approximately 544 linear feet of 8-inch main along with service lines to individual properties and associated appurtenances and approximately 2,315 linear feet of 12-inch main, manholes, and service lines to individual properties.

 

This project includes one allowance of $10,000 that will be used to address any contaminated soil or water remediation. An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work when details are not determined at the time of bidding.

 

Due to the potential for encountering unknown subsurface conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.

 

The project includes lane closures and detours along Burrell Drive. The contractor will work to ensure that residents always have access to their driveways. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. Planned water and wastewater service interruptions at each residence will be limited to a couple hours during pipeline tie-in and service reconnections. Residents will be notified at least 48 hours in advance of any water or wastewater service interruptions.

 

A delay in contract approval will impact infrastructure stability, and increase additional maintenance work.

 

The contract allows 365 calendar days for completion of this project.
