Approve an ordinance amending the Fiscal Year 2025-2026 Austin Transportation and Public Works Operating Budget Special Revenue Fund (Ordinance No. 20250813-005) to accept $7,940,064 from the Texas Department of Transportation for the installation and integration of advanced traffic signal vehicle detection technology at locations throughout the City; and amending the Capital Budget of Austin Transportation and Public Works (Ordinance No. 20250813-005) to transfer in and appropriate $7,940,064 for the installation and integration of advanced traffic signal vehicle detection technology. Funding: $7,940,064 is available from the Texas Department of Transportation. Prior Council Action:
December 11, 2025 - Resolution No. 20251211-079 authorizing the negotiation and execution of an advance funding agreement with TxDOT for the installation and integration of advanced traffic signal vehicle detection technology funded through the Surface Transportation Block Grant Program was approved on consent on Council Member Ellis’ motion, Council Member Velásquez’s second on an 11-0 vote.
June 19, 2019 - Ordinance No. 20190619-075 authorizing negotiation and execution of an Advance Funding Agreement with TxDOT for the design and installation of traffic signal detection was approved on a 10-0 vote with Council Member Harper-Madison absent.
December 14, 2017 - Resolution No. 20171214-056 authorizing the submittal of a list of potential transportation projects for the Capital Area Metropolitan Planning Organization 2019-2022 Call for Projects was approved on a 10-0 vote with Council Member Troxclair off the dais.

On December 14, 2017, Council authorized the submittal of potential transportation projects for the Capital Area Metropolitan Planning Organization (CAMPO) 2019-2022 Call for Projects.
CAMPO awarded funding for this project's implementation in 2019, but it was deferred in 2020 when CAMPO reprioritized regional transportation funding to support the I-35 Capital Express Project. As part of that decision, federal Surface Transportation Block Grant (STBG) funds, including those designated for this project, were indefinitely deferred.
In 2024, CAMPO’s Transportation Policy Board adopted a resolution to restore funding for this project. This action allows the City of Austin to proceed with installing and integrating advanced traffic signal vehicle detection technology.
The project will improve reliability, safety analytics, and real-time signal responsiveness for all road users, including pedestrians, cyclists, transit vehicles, and motorists. The systems will be monitored and maintained remotely by staff at the City’s Mobility Management Center, enhancing the efficiency of Austin’s traffic operations network.
This project is supported by federal funding through CAMPO’s Surface Transportation Program Metropolitan Mobility initiative, totaling up to $10,995,550. Local match funding of $2,481,270 is available in Fiscal Year 2025-2026 in the Austin Transportation & Public Works’ Capital Budget. The remaining project costs of $574,216 reflect the State's participation amount. The final funding amounts will depend on actual implementation costs. Austin Transportation and Public Works will manage the project.
