Fiscal Note

Funding in the amount of $541,667 is available in the Fiscal Year 2023-2024 Operating Budget of Transportation and Public Works.

 

Funding for the remaining contract term is contingent upon available funding in future budgets.

Multiple cooperative purchase programs were reviewed for these services. The Financial Services Department has determined these contractors best meet the needs of Transportation and Public Works to provide these services required for the City.

 

MBE/WBE:

This procurement was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this procurement, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

Additional Backup Information:

These contracts will provide most of the traffic signal-related equipment utilized by the City. Supply chain issues have impacted the availability of this equipment and as such, delayed many projects around the City. Multiple contractors that can supply the same or similar equipment will allow the City to access readily available, needed equipment to ensure projects move forward in a timely manner.

 

The Texas Association of School Boards, Inc. (also known as the BuyBoard), is a cooperative purchasing association recognized under Texas procurement statutes. Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.   

 

The contracts will replace fifteen existing and recently expired traffic signal equipment contracts.

 

If these contracts are not approved, the City will continue to solicit multiple equipment-specific contracts with contractors, potentially leading to project delays.
