Fiscal Note

Funding in the amount of $333,604 is available in the Fiscal Year 2023-2024 Austin Public Health Department Operating Budget Special Revenue Fund. Funding for the remaining terms is contingent upon available funding in future budgets.

 

Prior Council Action:

September 14, 2023 - Council authorized negotiation and execution of Amendment No. 3 to the interlocal agreement with Integral Care to add funding in an amount not to exceed $187,896 and to ratify an increase in funding in the amount of $900 for Amendment No. 1, for a revised total agreement amount not to exceed $1,550,981 on an 8-0 vote with Council Members Alison Alter, Harper-Madison, and Pool absent.

 

January 26, 2023 - Council authorized negotiation and execution of Amendment No. 1 to the interlocal agreement with Integral Care to add funding in an amount not to exceed S27,801 to the 12-month term starting on March 1, 2022, on consent without objection.

 

February 17, 2022- Council authorized negotiation and execution of contracts with providers of HIV-related services under the Ryan White Part A HIV Emergency Relief and Minority AIDS Initiative Grant Programs, for an initial 12-month term beginning on March 1, 2022, with up to three additional 12-month renewal options, on an 11-0 vote.

August 28, 2023 - The Austin HIV Planning Council approved Fiscal Year 2023-2024 Part A service category allocations, on an 8-0 vote with Planning Council Member Joe Anderson absent.

The Ryan White Part A HIV Emergency Relief and Minority AIDS Initiative Grant Programs (Ryan White Part A Grant) will provide support to clients living with HIV/AIDS, residing in the ten-county Health Service Delivery Area, which includes Bastrop, Blanco, Burnet, Caldwell, Fayette, Hays, Lee, Llano, Travis, and Williamson counties. The Ryan White Part A Grant provides financial assistance to communities most severely affected by the HIV epidemic.

 

Amendment No. 4 to the interlocal agreement with Austin Travis County Mental Health and Mental Retardation d/b/a Integral Care will provide HIV-related primary medical care, medications, and critical support services to people living with HIV by increasing funding for a 12-month term beginning March 1, 2024, in an amount not to exceed $333,604, for a revised total agreement not to exceed $1,550,981. 

 

Amendment No. 3 added $68,050 to the agreement for the term ending on February 29, 2024.

 

Amendment No. 2 exercised the first extension option in the amount of $333,604 for the term ending on February 29, 2024, term.

 

Amendment No. 1 added $28,701 to the agreement for the term ending on February 28, 2023.

 

The goal of the Ryan White Part A Grant is to ensure access to primary medical care, medications, and critical support services necessary to maintain individuals in the system of HIV-care, which are provided through a subrecipient arrangement with local HIV service organizations and community-based organizations.
